Linda has a Bachelors of Science Degree from WSU. She was employed with the Department of Ecology as and Environmentalist and was a member of the Hazard Waste Response Team. She has worked with the Department of Labor & Industries since 1986, working in both the compliance and consultation sections. She is currently employed as an Industrial Hygiene Consultant in the Spokane Regional Office assisting employers with their safety and health programs. Job duties also require on and off-site assistance to employers, labor groups, trade and professional associations in the form of training and informational seminars.

Allan Ashby

Trooper with the Idaho State Police based out of Coeur d’Alene, Idaho. He is currently assigned to the patrol division where he works uniformed patrol and is responsible for patrol activities in the five northern counties of Idaho. In addition to his patrol functions, Tpr. Ashby is a Crash Reconstructionist with the Idaho State Police. Prior to working with the Idaho State Police, Tpr. Ashby served at the both the city and county levels of law enforcement as a patrol officer, starting in law enforcement in 2001. Tpr. Ashby holds a Bachelor’s Degree in Criminal Justice.

Bill Bankhead

Bill has been the Compliance Assistance Specialist (CAS) in the OSHA Boise Area Office since July 2002. Working cooperatively with the Idaho Associated General Contactors, the Associated Builders and Contractors, and local chapters of the Building Contractors Association, Bill has conducted numerous training sessions and outreach events in residential fall protection and hazard recognition for the construction industry. He has worked closely with URS and Ansley Incorporated to establish and implement the Safety Fest of the Great Northwest training programs in Boise and Post Falls with future venues scheduled for Pocatello and Twin Falls, Idaho. The American Road & Transportation Builders Association Transportation Development Foundation (ARTBA-TDF) recognized Bill, the Idaho Transportation Department (ITD), and Connecting Idaho Partners for their collective efforts in providing training in Work Zone Safety for ITD and road construction employees. Bill has also conducted Voluntary Protection Program audits at the Puget Sound Naval Shipyard and the Bangor Washington Submarine Base, as well as in the phosphate industry. Prior to becoming the CAS, he served as an OSHA Compliance Safety and Health Officer for six years. During this time, he conducted hundreds of safety and health inspections in the areas of construction, general industry, and logging across the state of Idaho. Before joining OSHA, Bill served 14 years on active duty in the U.S. Army as an Armor Officer and was stationed at installations across the continental United States and completed two three-year tours in Germany. In 1993, he left active duty and joined the Idaho Army National Guard. In June 2007, Bill returned from a voluntary 16-month deployment to Afghanistan in support of Operation Enduring Freedom. While there, he worked with ambassadors and defense attachés from five countries, several non-government agencies, numerous coalition senior military officers and civil servants, and high-ranking Afghan government officials in order to establish and run Afghanistan’s first Army War College for senior Afghan officers. Bill is a Brigadier General and has over 31 years of commissioned service in the US Army. Bill has a BA from Columbus State University, Columbus, Georgia and a MA in Strategic Studies from the United States Army War College.

In addition to these positions Dan has also been extensively involved with research and development and been a key member and leader of many new product introduction teams. He is currently the United States technical marketing specialist for DuPont Personal Protection, a business unit that provides protective apparel for industry, law enforcement, fire service, and military applications.

Brandon J. Brazil, PE, received a BSEE degree from the University of Washington in 2003 while specializing in power. He is currently a Team Leader for the North West Region of the Power Systems Engineering group with Eaton Corporation in Bellevue, WA. For the past five years, Mr. Brazil has performed Short-Circuit and Protective Device Coordination studies, Arc Flash Hazard Analysis and training, and Power Quality investigations as a Power Systems Engineer. In addition to Mr. Brazil’s power studies and training work, he has additional key roles with the Power Systems Engineering group including Chair of the Standard Report Committee and is a member of the Arc Flash Committee. Mr. Brazil is an IEEE member, a licensed Professional Engineer in Washington, and an approved Continuing Education Course Instructor in Washington, Idaho, and Oregon.

Troy Byington has over 24 years of experience in the Mining and Construction field with the majority spent as a Safety/Loss Control Manager. He holds training credentials as an instructor for (MSHA) in surface mining, first aid, and underground since 1998. He has been an (OSHA) construction qualified trainer since 2000. He also has experience and training in Mine rescue, fire fighting, and radiation technology; (CAOHC) hearing conservation, Project Management, HR. In 2009 he completed his (STS) Safety Trained Supervisor certification from (CCHEST). Troy spent 13 of the 24 years with Newmont Mining in Nevada during his tender at Newmont he held numerous positions in Safety, HR, Mine Maintenance and Process Maintenance. After Newmont Troy returned to Idaho too work for Atlas Mechanical/Intermec as their Safety Manager. During his time with Atlas he was appointed to the board of directors of the (IAGC) Idaho Association of General contractors. Troy spent the next years working as a Corporate Safety Manager for Hansen and Rice before accepting a position as Safety Manager for RAM Enterprise in Arizona.

Rick Callor is an Environmental Safety and Health Manager with URS. He holds an A.A.S. in Occupational Safety and Health from Trinidad State Junior College. Mr. Callor has been a safety and health professional for the past 26 years in mining, construction, and environmental restoration businesses. He obtained the Safety Trained Supervisor (STS) certification in 1999 and the ASP Certification in 2005.

Mr. Callor is also an authorized Occupational Safety and Health Administration (OSHA) instructor and an instructor trainer in all aspects of Mine Safety and Health Administration (MSHA). He currently sits on the Board of Directors of The Council on Certification of Health, Environmental and Safety Technologists (CCHEST).


Rick Charbonneau

Rick Charbonneau is a 1975 Field Construction Boilermaker Apprenticeship graduate with journeyman Master Mechanic certification. (1975 – 1988) He held various positions on the Hanford Reservation. To include Preventative Maintenance Superintendent, Field Construction site general foreman, and Quality Control welding inspector. (1988 – 2007) He worked as a millwright in an aluminum smelter. Progressing to the position of Maintenance Manager. (2007 – 2009) He held the position of Maintenance Superintendent. Overseeing the activities in a small log mill, log yard, and plywood plant. (2007 – Present) He holds the position of Operations Manager for two machinist shop repair facilities in Idaho and Washington. For over 25 years Rick Charbonneau has been conducting employee Lockout Tagout training, program development, and implementation. Additional he has been a certified mobile crane and rigging instructor.

Bruce Drewes

Bruce Drewes is the Manager of the Idaho Local Technical Assistance Program or T2 Center, under the operation of the Local Highway Technical Assistance Council (LHTAC). The Idaho T2 Center provides training and technical resources to the Idaho Local Highway Jurisdictions, which would be the 295 County, City and Highway Districts in Idaho. Bruce currently teaches a number of training programs in support of the Safety efforts of the Federal, State and Local efforts to improve the safety of the state transportation system. He teaches courses ranging from Roadway Safety Fundamentals, Sign Retroreflectivity, Pavement Maintenance, Defensive Driving, Traffic Control Technician and Supervisor courses. Bruce has been very involved on the national level as well. He has served as the President of the National Local Technical Assistance Program Association, developing programs like the Safety Circuit Rider Program. Bruce has been teaching courses on defensive driving for the past four years.

In addition to his patrol functions, MCpl. Greear is an ACTAR Accredited Crash Reconstructionist, a Breath Testing Specialist, a Drug Recognition Expert, a Field Training Officer, and a Standardized Field Sobriety Test Instructor with the Idaho State Police. MCpl. Greear has a Bachelor of Science degree in Chemistry and a Master of Science degree in Inorganic Chemistry. He has worked as a Metallurgical Engineer specializing in metallurgical applications and has also taught Chemistry at the University of Nevada, University of California, and Truckee Community College. As crash reconstructionists, both Tpr. Ashby and MCpl. Greear investigate serious injury and fatality crashes using the most up-to-date and universally accepted investigative methodology and scientific principles. Using Newtonian physics, the two determine the speeds of the vehicles, and/or their relative positions at different times during a crash sequence, pre-impact circumstances, occupant kinematics, forces involved, impact angles, and other elements of crashes.

Robert (Bob) V. Montoya, a native of Utah, began his mining career as an underground motorman December 17th, 1973 with Kennecott Copper Corporation Tintic Division in Utah. He later served an electrical apprenticeship and remained with Kennecott until 1977. He continued to work as an electrician at other mines for the next several years. In 1992, he began with the Mine Safety and Health Administration (MSHA) Metal Nonmetal as a mine inspector (electrical) August 3rd, 1992 where he worked in the Western District and the Rocky Mountain District. In 2002, he transferred from enforcement into Educational Field Services (EFS) as a Training Specialist in Helena, MT where he currently works. Bob is a “Certified Mine Safety Professional” (CMSP), has a certificate of completion from Utah Technical College in Provo, UT in heavy Industrial electrical maintenance and attended the OSHA 500 class where he received status as an approved trainer.

Randy Nichols has a professional safety management certification from University of Southern California and a BA in Organizational Management from Whitworth University, Spokane, WA. He has been a site safety manager for a chemical plant (1984-1992) and an aluminum smelter (1992-1989).
